сделано оно самым базовым свойством css float. единственная проблема что свойство это работает только с элементами в общем потоке контента (друг за другом, сверху вниз), то есть в position: static. а если элемент в статике, то его нельзя просто закрепить в шапке при скролле. для этого используют position: sticky, что вырывает содержимое из общего потока и обтекание не будет с ним работать, так как просто не будет видеть, что там что-то есть
поэтому тут сделали скрипт, который при скролле постоянно высчитывает отступ сверху от начала страницы (на видео расчеты краснеют при скролле). но этот скрипт не очень плавный. поэтому сами слова названия находятся все таки в position: sticky, но под ними невидимые блоки с float (left и right) для который и высчитывается скриптом отступ и именно их обтекает текст

This also means you won’t have a quick way to save incoming stickers like you did on WhatsApp, so you’ll have to forward them from one chat to the other.

You guessed it – the internet is your friend. A good place to start looking for Telegram channels is Reddit. This is one of the biggest sites on the internet, with millions of communities, including those from Telegram.Then, you can search one of the many dedicated websites for Telegram channel searching. One of them is telegram-group.com. This website has many categories and a really simple user interface. Another great site is telegram channels.me. It has even more channels than the previous one, and an even better user experience.These are just some of the many available websites. You can look them up online if you’re not satisfied with these two. All of these sites list only public channels. If you want to join a private channel, you’ll have to ask one of its members to invite you.
